The 2025 SFA change removed additional approval for qualifying outdoor pet dining. It did not give pets access to every café or ban licensed indoor pet cafés. Here is what to check before visiting.

By the numbers

  • 1 January 2025 Effective date of the qualifying outdoor-area approval change
  • Ask the outlet Pet access depends on the branch and permitted area, not simply an outdoor table

The January 2025 change simplified approval for eligible outdoor pet dining. It did not create pet-friendly dining from nothing or legalise a universally tolerated grey area. Before the change, an outlet could seek a pet-café licence; the change removed an additional approval requirement for qualifying outdoor refreshment areas that do not serve pet food.

What did the 2025 al-fresco pet-dining rule change?

SFA’s announcement says retail food businesses need no additional approval to allow pets at their outdoor refreshment areas if they do not serve pet food. Businesses serving both human and pet food still need the appropriate pet-café licence and additional safeguards. The operator still chooses whether to welcome pets.

What conditions must outlets and owners meet?

SFA describes an outdoor refreshment area as outside the main building or food premises, unenclosed even if sheltered, and accessible without going through the food premises. Its guidance emphasises clear signage and hand hygiene. Keep your dog controlled, follow the outlet’s seating instructions and bring your own water bowl rather than assume one is provided.

Does this mean dogs can go into any cafe now?

No. Confirm the policy of the particular branch and seating area before settling in. The outdoor approval change does not establish a blanket indoor-pet ban: appropriately licensed pet cafés are a separate category. It also does not allow pets at hawker centres or their outdoor refreshment areas. SFA’s notice says pet dogs remain excluded from halal-certified premises, including their outdoor areas. Guide-dog access is a separate question.

How should you behave to keep venues welcoming?

The rule gives outlets a choice, which means owners can lose it for everyone through bad behaviour. Ask before you settle in, even at a known dog-friendly spot, since policies change. Keep the lead short so your dog is not weaving between other diners or tables of food. Bring a mat, keep your dog calm and off the furniture, and clean up without being asked. Basic responsible pet ownership, the same standard the AVS expects in any public space, is what keeps these doors open: a leashed, settled, well-mannered dog is an easy yes, while a single dog lunging at a waiter or a table of food is exactly the kind of incident that makes a venue quietly reverse its policy. Treat every good welcome as something to protect.

Why does this matter for dog-friendly Singapore?

The practical benefit is simpler approval for suitable outdoor dining, while owners still need a clear welcome from the business. Our places directory distinguishes confirmed species and permitted seating from details that still need a call. A terrace, sheltered outdoor table and licensed indoor pet area offer different experiences; check the actual space that you can book.

The dog-friendly brunch you already loved is now on firmer legal ground. It is an opt-in for outlets, though, not a right for owners.

Common questions

What did the 2025 al-fresco pet-dining rule change?
It removed the need for additional SFA approval for qualifying outdoor refreshment areas that welcome pets without serving pet food. Existing pet-café licensing is a separate arrangement.
Can I now bring my dog into any cafe in Singapore?
No. Confirm the individual outlet’s policy and permitted area. An outside table is not automatic permission, and halal-certified premises remain subject to their separate restrictions.
What conditions apply to dogs in outdoor dining areas?
Follow the outlet’s access and seating policy, keep your dog controlled, maintain hygiene and clean up. SFA’s outdoor-area guidance includes signage and hand-hygiene measures for businesses.
Are dogs allowed in hawker centres now?
No. SFA’s announcement explicitly excludes pets from hawker centres and their outdoor refreshment areas.
Does the rule cover indoor, air-conditioned dining?
The simplified approval applies to qualifying outdoor areas. It is not a blanket ban on indoor pet dining: appropriately licensed pet cafés are a separate category. Check the individual premises and pet policy.
How should I behave to keep a venue dog-friendly?
Ask before settling in, keep the lead short, bring a mat, keep your dog calm and off the furniture, and clean up. A single bad incident can make a venue reverse its policy, so treat each welcome as something worth protecting for other owners.
