Singapore to Malaysia
Plan the outward permits and the return to Singapore before booking. Confirm veterinary preparation, quarantine and authorised pet-clearance arrangements for both directions.

Plan both directions before booking a dog’s trip from Singapore to Malaysia. A short drive does not mean a short preparation period, and a weekend abroad does not remove the return requirements.
Start with the return to Singapore
Read the current AVS import conditions with your vet. Malaysia is covered by Schedule III. Under the standard conditions, return includes at least 30 days at the Animal Quarantine Centre and veterinary preparation that can take months. Confirm eligibility, blood-test dates, quarantine space, licences and inspection before committing to travel.
Match the outward journey to the Malaysian permit
Use the DVS Singapore-specific protocol and MAQIS application instructions. The linked DVS protocol retains older AVA terminology, so confirm the current certificate and permit conditions with the authorities. An ISO-compliant microchip is required under that protocol.
Use the authorised pet-clearance arrangements
Follow the Malaysian permit for outward entry. For return by land, AVS specifies Tuas Checkpoint and advance inspection. Do not rely on normal passenger-checkpoint arrangements or a traffic-based choice of crossing.
Use the cross-border guide and permit walkthrough to organise the work. Compare the complete journey with suitable care at home before deciding what suits your dog.
Before you leave
-
Authorised land entry and inspection
For entry into Malaysia, follow the issued permit’s entry-point and inspection instructions and confirm them with MAQIS. Do not assume a normal passenger lane completes pet clearance. For the return into Singapore by land, AVS specifies Tuas Checkpoint and an advance inspection booking.
-
Confirm the Singapore-to-Malaysia protocol
Read the DVS country-index-linked Singapore protocol and confirm the current conditions with MAQIS before applying. The linked document is revised December 2013 and uses the former AVA name. It covers identification, veterinary certification and breed restrictions; do not substitute the rules for a different exporting country.
-
Pre-export inspection, where required
OptionalIf the destination requires a separate pre-export inspection, arrange it through AVS using the applicable appointment process. Do not confuse this conditional step with the required veterinary examination or the inspection for return to Singapore.

-
Airline ground handling, if flying
OptionalFor air travel, confirm ground handling with the transporting airline and carry the required original veterinary documents and export licence. This airline step does not apply to a road crossing.

Permits & licences
-
Singapore export licence
Obtain the separate AVS export licence through GoBusiness. The reviewed fee is S$50 normal or S$100 express, with stated processing of two or one working days after complete documents. Validity is 90 days from issue. This processing time does not replace the veterinary preparation period.

-
Malaysian import permit from MAQIS
A valid MAQIS import permit must accompany the dog. MAQIS directs new importers to register through SPEED to access New ePermit. Confirm the application’s fee, validity, supporting documents and processing time directly; no blanket one-to-two-day turnaround or 30-day validity is promised here.

Documents
-
Veterinary examination and certificate endorsement
7 days beforeGive the vet the Malaysian protocol and required certificate template. The Singapore-specific protocol calls for examination within seven days before export and the specified health, vaccination and residence certification. Confirm with AVS which government endorsement or issuance service applies before arranging the appointment.
-
ISO-compliant microchip required
The DVS Singapore-specific protocol requires identification with an ISO 11784/11785-compliant microchip. Have the vet verify the number against the animal’s identity and veterinary documents. The previous description of microchipping as optional was incorrect for this protocol.
-
AVS certificate format and validity
Check whether Malaysia requires endorsement of its template or the applicable AVS-issued certificate. AVS’s QR-verifiable certificate has seven-day validity from issue. Book examination and endorsement together around the departure date, allowing for processing.
-
Singapore residence and identity certification
The Singapore-specific DVS protocol includes certification that the animal has been in Singapore for at least six months or since birth, alongside the other origin and health statements. Ask the certifying veterinarian to verify the applicable residence history and documents. Do not assume a recently imported dog qualifies automatically.
Vaccinations
-
Rabies vaccination and return preparation
The DVS Singapore protocol requires rabies vaccination before export. For the return, ask your vet to map the vaccination and blood-sampling dates against Singapore’s Schedule III conditions. Do not apply a generic 30-day rule to the whole round trip or assume a new titre result permits immediate return.
-
Core vaccination records
The DVS Singapore protocol specifies core vaccination within twelve months before export as recommended by the licensed veterinarian, with health and treatment records up to date. Ask the vet to check the applicable travel conditions against the original vaccination history; do not give extra vaccines solely from a website checklist.
On arrival
-
Breed eligibility and restricted-breed approval
Check the dog’s breed against clauses 5 and 6 of the DVS Singapore protocol. Banned breeds cannot use this import pathway. Restricted breeds need written prior approval and must meet additional conditions before the import permit application. Ask MAQIS about an uncertain breed identity before paying for travel.
-
Confirm age and eligibility
DVS’s public pet-entry guidance specifies a minimum age of three months; restricted-breed conditions also include an age requirement. Confirm eligibility under the actual permit before travel. Age alone does not establish that vaccination, residence or Singapore return conditions have been met.
Quarantine
-
Quarantine and the return to Singapore
Confirm Malaysian entry arrangements under the issued permit rather than applying generic non-Singapore quarantine rules. Separately, Malaysia falls under Singapore’s Schedule III: standard return conditions include at least 30 days at the Animal Quarantine Centre. Book the required space before the return. A Singapore-origin pet coming back from a short holiday is not automatically exempt.
