If your dog's breed has extra licensing requirements, start with the official AVS list and the conditions that apply to your dog and home.

If you've discovered that your dog's breed has extra licensing requirements, start with the official list and your dog's own licence conditions. You do not need to guess from their size, appearance or how gently they behave at home. Keep those documents together so that everyone helping to care for your dog can follow the same requirements.

Start with the Specified Dogs list

AVS identifies Specified Dogs through the First Schedule of the Animals and Birds (Licensing and Control of Cats and Dogs) Rules 2024. The schedule has two parts. Part 1 includes the listed Pit Bull types, Akita and other named breeds and crosses. Part 2 includes Rottweilers, Doberman Pinschers, German Shepherd Dogs and other listed breeds and crosses. Check the complete list for the dog you are considering.

AVS says Part 1 breeds, except those already licensed, are currently not allowed into Singapore for sale, a temporary visit or permanent stay. That qualification matters. If you are arranging an import or taking over an existing dog, ask AVS about the particular animal and proposed arrangement before making a commitment.

What the additional conditions cover

Rule 9 of the licensing and control rules sets out obligations for dog licensees. Specified Dogs must be leashed and securely muzzled in public. Both parts of the schedule carry insurance, security and applicable-training requirements. Part 1 also includes sterilisation for a dog over six months old. The rules contain a training exception for qualifying licences issued under the revoked rules before 15 November 2010, so check the dog's licensing history and conditions.

The statutory additional conditions give these financial requirements:

  • An approved liability-insurance policy covering at least S$100,000.
  • A banker's guarantee of S$5,000 for a Part 1 dog.
  • A banker's guarantee of S$2,000 for a Part 2 dog.

These are different documents with different purposes. Ask the insurer or financial institution to explain the proposed cover or guarantee, including its dates and exclusions, and check that it meets AVS requirements. A product's pet-related name is not enough to establish that it satisfies a licensing condition.

Keep the paperwork current

The current AVS guidance explains how to submit insurance and guarantee documents through PALS. It also says their validity should match the licence period, including multi-year licences. Use the official instructions for the submission deadlines that apply to your application, arrival or renewal.

Before a renewal is due, put the licence, insurance and guarantee expiry dates in one place. If another adult walks your dog, talk through the public-space requirements together. This is a practical way to make the arrangements clear, particularly when someone else is helping during a holiday or an unexpected change of plans.

Check housing and individual directions separately

A licensing question and a housing question need separate answers. Before bringing a dog home, check the rules for the actual premises with HDB or the relevant property management, as appropriate. Ask for clarification while you still have time to make a considered decision.

The legislation also allows the Director-General to direct a licensee of a dog outside the specified list to meet certain additional requirements. If you receive a direction, follow its actual terms and deadlines. Do not assume that a breed list alone resolves your dog's position, or that an informal description of a review process replaces the notice you received.

Questions owners often ask

Does a calm temperament remove the requirements?

The rules attach requirements to the listed dogs and applicable licence conditions. Your dog's usual behaviour does not provide an exemption from those conditions. If you are unsure what applies, ask AVS for clarification.

What if I am unsure how my mixed-breed dog is classified?

The schedule includes crosses. Ask AVS to clarify your dog's classification before relying on an assumption. Keep the response with the licensing records; do not use an unsourced appearance percentage or assessment threshold.

Is the guarantee the same as the insurance?

No. The official conditions list both. Check that you have the required documents and that each remains valid for the relevant period.
